Conventional CCTV systems simply record visual scenes as they unfold. Live facial recognition goes considerably further by scanning individual faces, processing biometric information, and cross-referencing against established watchlists. This means that hundreds of thousands of law-abiding citizens may have their facial data captured and analyzed during routine daily activities, even when they harbor no connection to criminal investigations.
The Metropolitan Police maintains that biometric templates generated from individuals who do not trigger alerts are automatically and immediately deleted. Additionally, LFR watchlists are removed following deployment periods. Nevertheless, traditional CCTV footage captured during these operations can be preserved for up to 31 days, with extensions possible under certain conditions.

Pete Fussey, a surveillance specialist at the University of Southampton, suggests that the debate extends beyond mere technological capability. “The case for deployment hasn’t been made publicly and robustly,” he noted. While public safety benefits are widely acknowledged, Fussey emphasizes that privacy rights persist even within public environments. He argues that any interference with these rights must demonstrate both necessity and proportionality.
Marion Oswald, professor of law at Northumbria University, echoes these concerns. “The case for live facial recognition, and in particular to rolling it out into static cameras in particular locations is still unproven,” she explained. Oswald highlighted that insufficient research exists regarding both the advantages and potential consequences of widespread implementation.

While the Met emphasizes the Croydon arrest figures and minimal error rates, Fussey contends that the force has not adequately justified why fixed cameras are specifically required in Soho and the West End.
