The first of 94 new Piccadilly line trains was initially planned for late 2023, promising a significant step toward modernizing the deep-level Tube. However, the timeline has been extended to early 2024, leaving many commuters questioning whether the mayor’s infrastructure plans are keeping pace with the climate crisis. “This is a failure to prioritize comfort and safety,” said Thomas Turrell, a Conservative London Assembly member, highlighting the growing public discontent.

The call for action is not limited to train upgrades. Station cooling systems have also struggled under the strain of record-breaking heat, with passengers forced to rely on fans or shaded areas for relief. Oxford Circus, which previously upgraded its system with chillers and borehole water, faced a similar crisis in 2017. Turrell noted the inconsistency in London’s approach, urging the mayor to address both train and station environments to prevent repeated public dissatisfaction.

Progress on Some Lines, Stagnation on Others

Despite the delays, some parts of the Tube network have made progress in improving passenger comfort. The Elizabeth line, Overground, Northern City, Thameslink, and tram services now operate with air-con-equipped trains, offering respite during peak hours. However, the Circle, Hammersmith & City, District, and Metropolitan lines remain without this essential upgrade. This disparity has fueled frustration, as the Central and Bakerloo lines—both heavily used—still rely on older technology, increasing the risk of heat-related discomfort for thousands of daily commuters.

Green Group leader Caroline Russell warned that without comprehensive air conditioning, London risks becoming a city akin to southern European capitals like Barcelona, where heatwaves are a regular occurrence. She emphasized that the current measures are insufficient, stating, “Londoners need reliable cooling systems to endure the extreme conditions we’re now facing.” The mayor’s office, however, maintains that progress is being made and that the project is being carefully managed to ensure long-term sustainability.

Mayor’s Defense of Funding Strategy

Transport for London (TfL) has defended Sadiq Khan’s approach, citing “short-term and stop-start” funding decisions as a key factor in the delays. Nick Dent, TfL’s director of customer operations, explained that the organization is balancing immediate needs with long-term goals to create a resilient transport network. He noted, “We’ve introduced energy-efficient solutions on new trains to reduce heat during operation,” but critics argue that these efforts are too slow to meet the demands of an increasingly hot climate.

Compared to cities like Madrid, which have already implemented widespread air conditioning in their rail systems, London’s progress appears sluggish. Liberal Democrat transport spokesperson Olly Glover MP called for accelerated action, stating, “Khan must act decisively to modernize the system and align it with the needs of a climate-changed London.” The pressure on the mayor is mounting, with stakeholders demanding a clearer roadmap for addressing the cooling crisis across all Tube lines.
