Stormont Initiates Comprehensive Examination of Jeffrey Donaldson’s Conduct
Assembly launches Jeffrey Donaldson review – The Northern Ireland Assembly has officially commenced an investigation concerning potential misconduct or abuse linked to Jeffrey Donaldson during his tenure at Stormont. This formal inquiry follows recent legal proceedings that resulted in Donaldson’s conviction for multiple sexual offences.
Background to the Conviction
Donaldson, who previously served as leader of the Democratic Unionist Party, was found guilty last month at Newry Crown Court of eighteen separate sex offences. Among these charges was one count of rape, with the remaining convictions relating to the abuse of two women during their childhood. The court proceedings brought renewed attention to Donaldson’s conduct both within and outside his political role.
Assembly Review Framework
On June 29, Assembly Speaker Edwin Poots formally requested that the clerk and chief executive of the Assembly undertake a thorough examination of any allegations concerning “any abuse or inappropriate behaviour by Jeffrey Donaldson” that may have occurred at Parliament Buildings in Belfast. The Assembly confirmed on Friday that appropriate arrangements have been established to execute this review.
The investigation will be overseen by the director of parliamentary services, who also serves as the senior Assembly safeguarding officer. This individual will receive guidance from specialists in trauma-informed practices to ensure the review is conducted with sensitivity and professionalism. The final report will be submitted directly to the clerk and chief executive.
The review will allow any member or former member, as well as staff and other users of the Parliament Buildings, to bring forward any incidents of abuse they directly experienced.
Scope and Timeline
The inquiry aims to determine whether the Assembly Commission possesses any relevant information regarding abuse or inappropriate behaviour that occurred during Donaldson’s membership of the Assembly between 2003 and 2010. Additionally, the review will examine incidents that may have taken place while Donaldson visited Parliament Buildings in his capacity as an MP.
The review is scheduled to run from July 10 through August 21, with the comprehensive report expected to be completed by August 28. Beyond documenting incidents, the process is designed to identify matters that “may require further appropriate investigation or referral to the PSNI or other statutory agencies.”
Privy Council and Knighthood Developments
Concurrently with the Assembly review, it was confirmed that Donaldson has been removed from the Privy Council, which serves as a body of senior advisers to the King. According to a statement from the clerk of the Privy Council, Donaldson had requested his name be removed from the membership list the previous month.
The clerk said: “Now, therefore, by and with the advice of His Majesty’s Privy Council, it is hereby ordered that the name of the said Jeffrey Donaldson be removed from the list of Members of His Majesty’s Most Honourable Privy Council.”
Donaldson has also initiated proceedings to renounce his knighthood. This process operates through a recommendation made by the Forfeiture Committee, which is convened under the authority of the Cabinet Office. The committee’s recommendations for forfeiture are subsequently submitted through the Prime Minister to the King for final approval.
DUP’s Parallel Investigation
Earlier this week, the Democratic Unionist Party announced the commissioning of its own “focused, independent review” to ascertain what information was available within the party regarding Donaldson’s conduct. This separate investigation will be directed by Jim Gamble, a former Royal Ulster Constabulary officer who previously served as head of the Child Exploitation and Online Protection Command Centre.
These coordinated efforts reflect the Assembly’s commitment to transparency and accountability as it addresses concerns about Donaldson’s behaviour during his time in public office. The combined reviews will provide a comprehensive assessment of any incidents that occurred and determine whether additional action is warranted.
